California Alternative Energy and Advanced Transportation Financing Authority CAEATFA issued a Notice of Proposed Rulemaking along with the proposed regulation text and the Initial Statement of Reasons of the Residential Energy Efficiency Loan Assistance Program (REEL) on October 30, 2015, beginning a 45-day public comment period. The regulations make permanent the emergency regulations enacted on March 9, 2015 and readopted on September 8, 2015.A public hearing regarding the regulations has been scheduled from 1:00 p.m. until business is concluded on December 15, 2015 at 915 Capitol Mall, Room 587, Sacramento, California 95814. Attendance via webinar will also be provided, and the link and dial-in information will be sent at a later date and posted on CAEATFA’s website.Any interested person, or his or her authorized representative, may submit written comments relevant to the regulations to the Authority. The written comment period on the regulations ends at 5:00 p.m. on Tuesday, December 15, 2015.
