IT'S THE LAW- Statement 7: Prohibition Against Discrimination
State agencies should be aware that Title XI and the Agencies' regulations prohibit federally regulated financial institutions from excluding appraisers from consideration for an assignment by virtue of their membership, or lack of membership, in any appraisal organization. Federally regulated financial institutions should review the qualifications of appraisers to ensure that they are qualified for the assignment for which they are being considered. It is unacceptable to assume that an appraiser is qualified solely due to membership in, or designation from, an appraisal organization, or the lack thereof. The Agencies have determined that financial institutions' appraisal policies should not favor appraisers from one or more organizations or exclude individuals based on their lack of such membership. If a State agency learns that a certified or licensed appraiser allegedly has been a victim of such discrimination, the State agency should inform the Agency which has regulatory authority over the involved financial institution. NeighborWorks America Announces New Initiative at Clinton Global Initiative (CGI) America Our CEO Eileen Fitzgerald recently participated in the Clinton Global Initiative's CGI America where she announced a Commitment to Action called, "Restoring Market Demand: the Neighborhood Marketing Program." Through this program, NeighborWorks America will strengthen communities adversely affected by the foreclosure crisis by using innovative marketing strategies to attract strong new homebuyers and renters, increase private-sector investment and bolster job creation.
“Community stabilization and community growth are at the heart of what NeighborWorks America has supported for nearly 35 years,” said Fitzgerald. “We recognize how important it is for communities to be seen as great places to live and work. That’s why our commitment will help NeighborWorks organizations and their local partners in communities around the U.S. present their best attributes, retain residents, attract new sustainable homeowners and build the vibrant community that is possible.”

NeighborWorks Wisconsin Alliance Launches
This month NeighborWorks America launched the NeighborWorks Alliance of Wisconsin, an agreement between six regional housing and community development organizations dedicated to improving housing opportunities and building strong communities for all Wisconsin residents. A new report shows the organizations of the NeighborWorks Alliance of Wisconsin to be effective and productive small businesses, significantly benefitting the Wisconsin economy by creating jobs and generating income and tax revenue.Karigan Groundbreaking Will Provide New Housing for the Navajo Nation
CEO Eileen Fitzgerald spoke at a groundbreaking ceremony for Karigan Homes, along with Ben Shelly, president of the Navajo Nation. The 25 new houses will offer homeownership to Native American families of mixed incomes in St. Michaels, Arizona. See photos.Youth Become WorldChangers
Teenagers showed their volunteer spirit at the WorldChanger project sponsored by the Neighborhood Housing Services of South Buffalo. During the week-long event, 386 students worked on a variety of fix-up assignments, ranging from painting houses to installing new roofs. See photos or read more about the effort. Brookings and First Focus have released a report showing "Ongoing Impacts of Foreclosure on Children." The research explores how disruptions of foreclosure affect social and academic development. The Boston Federal Reserve issued two new papers related to neighborhood stabilization and real-estate owned properties. NeighborWorks America analysis provided by the Stable Communities Initiative. Fannie Mae has published a Multifamily Green Initiative white paper describing its role in providing financing to support quality affordable rental housing in the U.S. It also provides an overview of the green building market.
