Legislative UpdateStaff will present an overview of active legislation that pertains to California's high-speed train project and/or to the Authority and request the guidance of the Board.Karen Greene RossI6. Presentation of the Station Area Planning activitiesStaff and consultants will update the Board on Station Area Planning Funding Agreements and coordination activities with cities along the Central Valley initial construction segment and future initial operating segment. Presentation by the National Renewable Energy Laboratory (NREL)Through the USEPA’s Technical Assistance Program, the Authority requested renewable energy planning services from the National Renewable Energy Laboratory. NREL will present their Strategic Energy Plan for the California High Speed Rail program and staff will share how this guidance could be used to achieve the Authority’s renewable energy goals.Roelof van Ark / Gregg Albright / Eliza HotchkissI8. Closed Session Pertaining to Litigation The Authority Board will meet in closed session pursuant to Government Code section 11126(e)(2)(A) to confer with legal counsel with regard to the following litigation: · Town of Atherton v. California High-Speed Rail Authority, Sacramento Superior Court No. 34-2008-80000022· Town of Atherton v. California High-Speed Rail Authority, Sacramento Superior Court No. 34-2010-80000679· John Tos; Aaron Fukuda and Count of Kings v. California High Speed Rail Authority, Sacramento Superior Court Case No. 34-2001-00113919 The Authority may also meet in closed session pursuant to Government Code section 11126(e)(2)(b) (i) to consider potential litigation. 11. Presentation of the Draft 2012 Business PlanScheduled to begin at 1:30 pm or upon adjournment of Closed Session, whichever is later. Pursuant to Public Utility Code section 185033 (b) (2), staff will present the 2012 Draft Business Plan and there will be an opportunity for public comment. PUBLIC COMMENT – Agenda Item #11 *An opportunity for public comment will be provided after the presentation of the Draft 2012 Business Plan. Persons who wish to comment on agenda item 11 only are requested to submit their requests to Board Secretary before the start of the 1:30 pm draft Business Plan public hearing by filling in the green cards. Typically public comment will be limited to 90 seconds per person, however the Chair may decide to shorten or lengthen the public comment periods, at his or her discretion.
